        The Procurement Analyst Senior has a key role within the organization, reporting directly to the Procurement Director. In this position, they play the crucial role of serving as a subject matter expert in the procurement and negotiation of high-value contracts, purchase orders, change orders, and claims on a district-wide scale. This includes significant responsibilities related to major technology systems. Additionally, they are responsible for overseeing the procurement process for a substantial functional area, which might involve items like furniture, fixtures, and equipment, media advertising, or construction.

        Essential Functions

        70% Negotiates and procures high-dollar district-wide contracts, purchase orders, change orders and claims for assigned commodities.
        • Drafts invitations to bid, request for proposals and purchase contracts.
        • Procures goods and services of a highly technical nature or as part of a group of assigned commodities, such as media advertising or furniture, fixtures and equipment.
        • Leads cross-functional teams by coordinating procurement activities for assigned commodities.
        • Leads or chairs proposal evaluation processes for major district-wide purchases.
        • Reviews, negotiates, and recommends suppliers based on established policy and prcesses
        • Coordinates procurement activities for assigned commodities 20% Contract Management
          • Expedites contract issue resolution and deliveries of high-dollar, long lead-time equipment.
          • Analyzes contracts; evaluates cost, quality and delivery; and monitors contract compliance. 10% Perform other duties as assigned

            Minimum Qualifications

            Bachelor's Degree from a regionally accredited institution in business administration or related field and four (4) years of professional-level procurement experience that includes procuring large volume goods and services, facilitating bid processes and negotiating contracts and responsibility for a functional area such as furniture, fixtures and equipment or media appropriate to assignment.

            OR

            Assciate's Degree from a regionally accredited institution and six (6) years of professional-level procurement experience that includes procuring large volume goods and services, facilitating bid processes and negotiating contracts and responsibility for a functional area such as furniture, fixtures and equipment or media appropriate to assignment.

            OR

            High School Diploma or GED and eight (8) years of professional-level procurement experience that includes procuring large volume goods and services, facilitating bid processes and negotiating contracts and responsibility for a functional area such as furniture, fixtures and equipment or media appropriate to assignment.

            Desired Qualifications

            A. Prior experience in a public procurement environment and working knowledge of RFPs, IFBs and other procurement methods.

            B. Prior experience interpreting and applying procurement policies and regulations to daily operations and projects.

            C. Strong verbal/written communication and interpersonal skills with ability to communicate effectively at all levels of the organization and with outside stakeholders.

            D. Ability to work both independently and collaboratively & demonstrate initiative, planning, and time management skills.

            E. Prior experience and proficiency with Oracle PeopleSoft Financial Management System and Bonfire Bidding Platform
