in everything we do.NATURE AND SCOPE:The Vice President Proposals
oversees the review and selection of potential District and State
RFP/RFI/RFQ bids and Federal Grants, facilitates the bidding
process, proposal development, and submission processes. The Vice
President Proposals leads and manages the creation of compliant,
successful bids and solutions continuously looking for approaches
to improve our win rate. Leads and mentors the Proposal Team staff,
including Solution Design Directors, Proposal Managers and
Coordinators, works closely with professional services staff,
regional state leadership and leadership of the Learning Group to
ensure the creation of winning solution designs, proposal text
writing, and informed pricing. Works with Solutions lead writers to
oversee the development of proposals. Continuous improvement
efforts are applied to selection and bidding processes, proposal
development, presentation, win themes, technical content, and all
aspects of the proposal process.PRINCIPAL ACTIVITIES: -
- Oversee the execution of all activities needed to develop
compelling responses to RFPs and State/Federal Grant
announcements.
- Facilitate the development of successful proposal solutions,
working with regional and corporate senior leadership, regional
business development, Learning Services and Professional Services
leadership and proposed partners to support new business
acquisition activity.
- Collaborate with assigned proposal team and solution support
staff to ensure that bids are scoped properly, are compliant, and
aligned with customer needs in a cost-competitive manner while
representing the organization's capabilities, capacity, and
strategy.
- Lead and supervise the execution of the proposal process and
provide updates and status reports to executive leadership.
- Ensure a quality and consistency of approach by overseeing and
participating in the review of proposal content, alignment of text
with RFP requirements and submission of our solutions, budgets, and
all mandatory requirements, and required forms.
- Support Business Development and Regional Leadership in review
of submitted RFPs, proposals, and competitors' proposals to
identify strengths, weaknesses, and potential bidding
strategies.
- Manage and coordinate the review RFP/RFQ/RFI's and Grants to
provide summaries for Bid Team evaluation, identify and secure
missing information, identify assumptions and assess potential
risks.
- Participate in the recommendation of potential
partners/subcontractors to clarify scope of work and teaming
agreements, as needed, based on Cognia capabilities and capacity
gaps in RFP/solution requirements.
- Perform duties and fulfill responsibilities that may, from time
to time, include related or unrelated tasks.JOB
REQUIREMENTS:Education & Experience:
- Master's degree or Ph.D. in related discipline required; seven
years of industry experience (in combination with a Bachelor's
degree) can be substituted for advanced degree requirement
- A minimum of ten (10) years of combined experience related to
educational assessment, business development and/or proposal
development required
- Nine (9) years of leadership experience required
- APMP Certification required
- Bid/Proposal Foundational Certification preferred
- Bid/Proposal Practitioner Certification preferred
- Bid/Proposal Professional Certification preferred
- Ability to lead with vision and purpose; deploy and develop
staff and other resources to ensure standards of excellence and
optimal performance
- Excellent writing and oral communication skills
- Ability to conduct meetings and presentations
- Excellent computer skills, including MS Office and specialized
publishing applications
- Ability to plan and manage multiple priorities
- Good organizational skills
- Ability to work on cross-functional teams
- Excellent interpersonal skills
- Ability to meet deadlines
- Ability to maintain the confidentiality of information
- Ability to use basic computer applications, including Microsoft
Outlook, Word, and Excel
- Ability to use diplomacy, discretion, and good judgment when
disseminating informationAnticipated Travel -(may include local,
national, and/or international travel):
- Occasional travel (10%-20%)
