Make a Difference.Title: Manager, People Operations-InternationalOverview of Position--Responsible for managing the People Operations function that supports non-US employees, with a focus on Canada, but also inclusive of other international locations. The function is responsible for coordinating benefits administration as well as other human resources type generalist and administrative tasks. The incumbent is responsible for leading the effort to assess the current framework for operational service delivery for all non-US-based employee populations and build the International operations function. The incumbent is responsible for managing the Canada People Operations Administrator and works with other People Solutions Business Partners and larger People Solutions team to provide consultative client support, monitor internal systems and data, and support employees in a broad range of people policies and practices related areas.What will be my duties and responsibilities in this job?Managerial: Manages Canadian People Operations Admin to ensure consistent program interpretation and application of provisions, including training on roles and responsibilities, related to Canadian Benefits and general HR administrative tasks inclusive of Benefits Enrollment (new hires, life events, and terms), Plan administration (invoices, communications, etc.), Leave administration, RRSP enrollment and administration, Employee benefits questions/escalations/appeals, Severance administration, My Healthy Changes program administration, promotion and communications, Life and disability claims support, Record of Employment (Employment Insurance), Employee Records Management, Verification of Employment and Income, Cross-border relocations, etc.; Vendor management of Health & Welfare (Wawanesa), Retirement (TD Canada Trust), and Wellness (Vitality) vendors to ensure accurate set up of plans for employees, audits vendors and billing invoices, plans and schedules onsite vendor educational seminars, and ensures employee issues are resolved appropriately. Incumbent may on occasion need to escalate operational issues, that are unresolved, to the Benefits COE for final resolution.Subject Matter Expert: Collaborates with COE's and provides country-specific knowledge/expertise in setting the direction for non-US, primarily Canada, employee benefits and People policies as well as the drafting and review of country-specific policies and best practices; Leverage knowledge and expertise regarding Service Canada (Employment Insurance) Requirements to address inquiries from employees and internal partners. Collaborate with payroll to ensure year-end reporting is accurate; Ensure Canadian employee personnel files are securely stored, managed, and maintained according to Canadian regulations and company record retention policiesCustomer Service: Handles employee escalations and internal inquiries & requests related to benefits, record of employment, severance payments, verification of employment/income, etc.; Maintain Canadian specific content on the People Solutions portal and partner with content owners to migrate content from legacy SharePoint sites to the People Solutions portal; In collaboration with the Total Rewards COE, schedules and coordinates logistics for Wellness site activities such as health fairs, screenings, flu shots, etc.; Provide support to mobility team in connection with the relocation program, immigration/visas, expat/inpat assignments and tax compliance, such as pulling employment agreements, facilitating signature of updated employment agreements, updating benefits and retirement vendors of any changes in coverage for the employee, providing updates of work permit holders, etc.; Provide Canadian specific support to Employee Relations team to assist with Accommodation requests and Involuntary Terminations (e.g. gathering physician notes, pulling employment agreements, and drafting employee letters related to risk of termination (e.g. performance issues, LTD extensions beyond 2-3 years)); Provide support of ISO compliance and audits (pulling required employee files, providing employee data, storing training records, etc.).Quality Delivery: Performs audits and establishes oversight actions necessary to ensure compliance and regulatory governance of policies, procedures and processes; Identifies opportunities and leads process improvement initiatives; Establishes, monitors, and reports SLAs for all high impact operational tasks (e.g. benefits enrollment, responding to employee inquiries and escalations, severance payments, tuition reimbursement, etc.); Maintains and creates SOP's for all programs administered by the team, such as but not limited to benefits enrollment, auditing of vendor invoices for accuracy, Leave management, RRSP enrollment, Reporting of vacation time payments, severance management, new employee onboarding and orientation, employee terminations, cross-border relocations, appropriate benefits deductions, etc.; Provides operational oversight related to Canadian specific Time & Attendance system (Employee Self Service - ESS), which includes managing company closure schedule, managing overtime rules for employees, providing and testing requirements for ESS additions/changes to time & attendance rules, etc.Global Expansion: Lead initiative focused on centralizing and innovating HR-related administrative tasks for all non-US company locations currently outside of the scope of shared services (i.e. Philippines, Israel, UK, Ireland, New Zealand, Australia). This includes but is not limited to identifying and assessing current people processes and program administration tasks; performing gap analysis between current state and required state based on company and country-specific laws, employment practices, and policies; leveraging gap analysis and market best practices, design and propose a new international framework in line with our current shared services model; and, create and execute an implementation plan for the new international framework, which should include both a change management and communication plan; Leads and participates in projects specific to supporting our International employee populations and the Global Shared Services Operations organization; Manage and oversee, according to company and country-specific regulations and policies, the administration of benefits programs, people policies, and people-related programs for all countries outside of North America, including benefits enrollment, leave administration, severance management, retirement, employee records management, new employee onboarding and orientation, terminations, unemployment, etc.What are the requirements needed for this position?Bachelors degree in business, human resources or related field; 3-5 years international Human Resources experience in an operational role with experience in document management, people operations, generalist work within a Human Resources function; Experience dealing with employment statutes, policies and processes related to an international workforce with Canadian experience; Knowledge of employment practices and regulations for multiple Canadian provinces including (BC, AB, ON, QC, NS and NFL)Demonstrated ability to work independently; Self-starter and self-directed with the ability to prioritize and manage a diverse, fast-paced, workload; Strong ability to deal with ambiguity; Effective communication skills - oral and written; Strong problem solving, critical-thinking skills; Ability to exercise good judgment and maintain information in confidence; Strong writing capabilities that include drafting policy and process documentsStrong change management skills with experience driving medium to large-scale change initiatives; Effective people management including coaching, performance management and development of others; Ability to develop effective relationships across all organizational levels; Ability to build strong, trusted partnerships across the organization; Understanding the importance of providing high-quality customer support to internal and external partnersWorking knowledge of how to handle and manage employee filesExperience with Human Capital Management Systems such as Peoplesoft, Workday or another systemWhat other skills/experience would be helpful to have?Experience with Israel, UK, Ireland, PhilippinesFamiliarity with ISO 13485 and FDA Quality System RegulationsKnowledge of payroll regulations for multiple provinces including (BC, AB, ON, QC, NS and NFL)Working knowledge of Workday or another HCM systemIntermediate to expert in MS Office products such as MS Word, Excel (able to build charts, perform data analysis via pivot tables, etc.), PowerPoint, Visio (build process flow diagrams)What are the working conditions and physical requirements of this job?
